Moot point really. The way they implemented it serves one purpose overall: to get non-Campaign players out of Cyrodiil.
My guess is that the bulk of Skyshard sales will be Cyrodiil shards to people that really can't get there for whatever reason.
Few people, if any will pay for the whole lot, whales excluded. Most other zones sales will be minimal.
So whatever you people are crying for here now, they'll implement it in the same way.
They aren't nice people...
