150K AP to set a home?

I do not have a home assigned but apparently it costs 150K to assign one? I thought this was only if you were switching a home? Does not make much sense to pay AP to set a home when you dont have one set.

I dont have a home assigned and game states it is free now but it will cost ap if I want to change it. Maybe you miss something or you are bugged.
