Crafting surveys not being given with ordinary writ boxes

Ever since the update I have not received a single crafting survey on any of my 7 characters. I've asked and it seems like others are getting them. Any one have any advice or suggestions? Do I need to go click a box somewhere??

ZoS confirmed bug that accounts that do NOT have Elsweyr are not receiving surveys
Accounts with Elsweyr are receiving double BS/WW/Cloth surveys
