Tharn speaks still not working

Hai ZOS,
I did the introduction quest from Elswyr and found out that abnur tharn (or the banekin) doesn;t appear in the mages guild to give me the Tharn Speaks quest. I threw away the Elswyr quest but still can't get Tharn Speaks. Isn't this issue resolved, what am I doing wrong?
