Crown Store Skyshards Bugged?

I see several that say I haven't met requirements. The req is the skyshard hunter achievement, which means you have collected all the skyshards. And if I had that achievement, I wouldn't need to buy skyshards.

lord_dal✭✭✭you do need to collect the skyshards, and when you do you get the achievement, but you still have to buy they skyshards if you dont want to collect them on other characters, and you have to log in with all your characters before they update in the crownstore0 -
Deloth_Vyrr✭✭✭The whole point is you need to have collected the sky shards legitimately on 1 character to buy them for other characters on your account.
