Is Mutagen Working Correctly?

I have been testing Mutagen. The tooltip says:
"If you or your allies fall below 20% health, Mutagen is Consumed and heals for an immediate XXX health"
It doesn't seem to be working properly. Instead of giving the burst heal when you get below 20%, it ONLY procs when you are already below 20% and take MORE damage......
So if you take a hit and it puts you at 19% HP, it will not proc. If you take another hit when you are 19% Hp or below, only then will it proc the burst heal....
is that working correctly???

How they have written is definitely not how it works.
It seems kinda useless, or at least very situational. If I get hit and brought down to 10% HP, it will NO proc. Only if I get hit again, at which point the proc is useless because I will be dead!
the only way this would be usable is it the damage took you down to like 19%, so you have some kind of HP buffer to take the next hit and hope that it doesn't kill you outright before Mutagen has a chance to proc.

Though to be fair, it might be because it is called 'mutagen'.
But I´ll keep a check on it from now on, perhaps.0
