Is the destro passive "Ancient Knowledge" supposed to buff ultimates?

At the moment I have reason to believe it does not buff ultimates, is this intended?
Yes, I have a destro equipped and a destro ability on the bar.
Ultimates tested:
Soul Harvest (with inferno staff) - no 8% single target ability damage buff.
Power Overload light attack (with inferno staff) - no 8% single target ability damage buff.
Power Overload heavy attack (with lightning staff) - no 8% aoe ability damage buff.
Thoughts?

✭✭✭✭✭Yes, it is supposed to buff ultimates. You don’t need to slot a destro ability to use this passive (changed in Wrathstone). How are you testing?1
