Question about Any Race Any Alliance and Cosmetics

This may seem like a dumb question, however I want to be 100% sure of how this works-
Does any race any alliance mean that I am selecting my alliance on the character creation screen- therefore my Altmer can wear the covenant blue outfit/see the coventan horse and dog
Or does it merely mean I can drop into any alliances campaign but will still see those things as dominion yellow?
Asking because I want my altmer to be able to wear and use the blue cosmetics as I find the color more appealing for him.

    My account has ARAA, and my EP character (an Orc) can wear the Pact alliance outfit, mount, etc.

    The alliance clothing is tied to what faction your character is.

    I can confirm that my Altmer, who is part of the Daggerfall Covenant, gets the blue horse with the lion on it when he mounts his "Alliance War Horse". I bought Alliance War Horse separately, though, years ago. Not as part of this bundle. But I imagine it is same horse behind the scenes.
