Cloudrest - Voltaic Overload is bugged

We noticed that sometimes 'Voltaic Overload' debuff comes instantly without any warning. We thought that "Raid Notifier" addon is broken, but it is not. The debuff animation is brocken. Check my video:

First time i gained the debuff instantly. My character didn't glow before the overload as should.
Second time everything was ok.
Fix that bug please.

Raikiki✭✭✭Hey this is no Bug. When someone with this debuff dies, another Player will get it without any warning2 -

✭✭✭✭✭I’ve always assumed this was a Raid Notifier thing as well. You should try the addon Overload Timer. It won’t tell you before overload starts, but at least the timer will always be there while you have overload (the raid notifier one tends to disappear if other things are happening), and you can make it big, bright, and centered.1
