Why subtitles doesn’t work?

I need subtitles because im deaf, example main quest, npc talk in discussion something of five companions. And i cant understand of what the talking.
And I’m playing PC

    There is such a setting, iirc, where you can see text for the chat in the text window. Off hand I cannot recall where the setting is but pretty sure there is something.

    In the chat window go to settings, (the little icon to the right) and under Options you can tick off what you want to see in chat. NPC is one option, just tick that and you can read everything on the screen. I use it a lot, because I often play with no sound or sound turned very low.

    I am not sure that subs capture the background NPC chat; I am happy to be wrong.
    The chat window with "NPC" ticked off does.

    Unfortunately neither option captures all the dialogue. If you use both subtitles and NPC dialogue in the chat box you'll get most of it but some of the background dialogue is still missed. Nothing important, mainly things like quest givers saying "Oh no, what am I going to do?" as you walk up, but it's still annoying to know there's dialogue which is completely missed unless you can hear, especially when it is more relevant - like the Five Companions talking amongst themselves as you approach.

    You’re right @Ragnork unfortunately not all the chit chat is captured by the subtitles... I think those of us who have hearing issues miss out on a fair bit....

    Nice to meet more fellow deaf players :)

    I use Harven's Subtitles addon (through Minion)

    It is a blessing and a curse all rolled into one. Sometimes it can bug out and you miss some of the background chats and at times you'll get all the background chats... all of them with in a 40m radius. So far, for me it as worked wonders for the main quest line for the Companions, and seeing all the banter that goes on when passing through towns.

    Subtitles do work. I am guessing you are on PC since you didn't say what you play on, and what happened to me. I am hard of hearing and need subtitles on when I play. I know some mods don't let the subtitles display.

    If that is not the case or you are on Xbox/PS4 sorry I don't know then. Have you checked the proper option settings? I know when I went back to Xbox, I missed it and forgot how to find it.

    Luckily I’m pc but what happen if I have xbox /ps4? I should play with bad subtitles?
    And addons doesn’t work at ps4/Xbox?
    Because I’m new so I don’t know much
