Now that I think about it, it didn't happen on my 2GB 960 GTX either.
It happened on my 1080ti SLI and happens on my 2080ti now. GPU power isn't the issue here.
Yeah, I figured it wasn't a GPU issue. I hear ESO is a CPU heavy game, and I know for a fact it is heavy on the drive.
A good question for everyone to ask themselves is what kind of storage device are you using? Upgrading to a SSD (or better) will help get rid of a lot of the slow loading, be it textures not rendering properly, or very long load times.

Playing from SSD HD helped most plus using wired network. There is a lot to load, especially when there is a lot stress on the server. And when this happens in Cyrodill you cant move on untill the texture is visible, because the game cant sync world and your moving animations.
