Jewel Crafting achievement

On 4/9/2019 one of my characters got the achievement for "Jewelry Crafter" despite not owning Summerset. Does anyone have a clue how this happened?

I have confirmed that she's still unable to interact with a Jewel Crafting station.

    The plot thickens! I noted last time I turned in a Master Writ that Faustina will now sell me a Jewel Crafting Station, even though I can't use one. Presumably the check is on the same flag as the achievement.

    Hmm...an early indication of JC going base game once Elsweyr launches? I'm assuming (as many others) that SS will become a DLC, but I'm not sure where JC will land. It could become base game like BGs did, or it could just be folded into the SS DLC. I doubt it would become an account upgrade, since you would presumably not have access to become certified for JC writs if you didn't also have the SS DLC/ESO+.

    They could add in NPCs in the base game zones to certify you in it. But I don't know what they're going to do, we shall see, my alt account would like to start doing JC writs, as it doesn't have Summerset

    FWIW, I took a new character to Rimmen on the PTS, and there didn't appear to be any way to get certified in JC there. You just get the same two NPC's for consumables, and equipment. Since all DLC and Chapter content was available on PTS, I couldn't determine what was to become "base game", but the requirement to go to Alinor for certification is a concern if Elsweyr is to become the new tutorial location. With the Summerset tutorial for new characters, you'd get the chance for certification in all seven crafts as soon as you crossed the island to the crafting hub.
