How does one get all the gear on the test realm?

    Use the small drop down menu at the top left corner of the screen to select a max level template when creating a character, and you will have boxes with all gear and upgrades/mount upgrades ext in your inventory when you play

    So i have to create a new char, and cant use my old ones for this purpose?

    Yes, you have to create a new character to get the gear. But of course you can then send it to any of your old characters if you want.
