So my friend is running dual wield, his first dagger is nirnhoned with 1290 dmg, second is 1132 damage. He is wearing hundings purple + 288 weapon damage, night set + 124 weapon damage, and agility set for + 193 weapon damage. This should all add up to 3020 weapon damage. Yet, when hits C and looks at his weapon damage it shows only 2699.

Either there is a hard cap, or somethings messed up?

I don't think you get the full benefit of the off-hand weapon.

there is no hard cap on weapon damage. the off hand only adds a percentage of the weapon damage from the weapon, not the full amount. 15% and an additional 6% with the passive Dual Wield Expert.

so using the numbers you give, we get 124+288+1290+(1132*.21)=1939 base weapon damage. this will the number that is amped by percentage amps, so if they have medium armor on and have major brutality 1939*1.35, you get 2617, which is close to your numbers. if they are a sorc with 2 sorc skills on their bar, 2% per, it gets closer, 1939*1.39= 2695. without knowing more information on your friends build, this is the best answer i can give you.

It is 15%. Then another 6% with the passives.

It's ~17.75% of the offhand weapon's damage. So a gold weapon with 1335 damage will add 237 weapon/spell damage in the offhand. This is 15.1% of the total damage of two gold weapons (1335+237=1572 * 15.1% = 237) so perhaps that is where the confusion originates.

Note, just tested this on PTS to confirm in case it changed recently.

this is what i did, 1572 - 1335 = 237 and 237/1572 is 0.15. or 15%. i see how that is wrong now, i was in a hurry. it ought to have been 237/1335, which is 0.177, or what you put, 17.7%. then with Dual Wield Expert, you get another 6%, or 1652, so 1652-1335 = 317 and 317/1335 is 0.237, or 23.7%. exactly 6% more.

so using the 17.7% of the hand, you got with your numbers in the op-

124+288+1290+(1132*.237)=1970 and then with the 1.39 from percent amps, 1970*1.39 = 2738, bit more. with a modifier of 37% we get the closest answer yet. 1970*1.37= 2698.9, 15% from medium armor +3% from trap +8% from flawless +10% minor brutailty, i am sure there are other way but that is my best guess so far.
