Before Summerset, a lot of guilds and streamers were pushing hard for peps to save jewelry for deconstruction. Unsure if this public awareness is the reason ZOS decided to flag these jewels non-decon, but either way here we are with it that way.

To me - the 'check before buying' would make more sense if it was made more clear/obvious to the buyer that the jewelry is pre-Summerset.
I don't mind buying some pre-summerset stuff if I only need something to fill a jewelry slot and don't intend to try to break it.
But it's a clear PITA to have to look for the mundane text that blends in with all the other descriptive text to find the disclaimer.
The disclaimer should be bolder, or in a different color to stand out clearly, and should be seen in the guild trader description in clear and obvious text.

Why would anyone be hoarding pre-summerset jewelry? If they have then good on them for forgoing all that inventory space. Takes a lot of jewelry to level to 50.

And how is it unfair? That's like saying it's unfair that some people had millions in the bank and could afford to buy jewelry. They had to collect the items at some stage.
Again, I understand it when JC started, but lvl 50 is hardly rare these days and even if it were, what do I care about anyone elses crafting levels? Nobody crafts or improves jewellery anyway unless they are loaded. It's only really useful for transmuting.

Because jewelry is jewelry. By your logic, all pre-Clockwork City DLC gear should be untransmutable.

It still makes a big difference.
Players who hoarded (are still hoarding) pre-Summerset jewelry could insta-level their jewelry crafting skill to 50 ... without the need to acquire rings/necklaces through normal means for decon.
That’s not really fair to other players who have spent the time to get their jewelry through dolmens, questing, PvP coffers, or other in-game means.
I would imagine most people who hoarded jewelry pre summerset are probably level 50 in JC by now. Deconning that old jewelry would remove them from the game, clearing up inventory space and making some jewelry more valuable.
