I really hope this 22,000 Mb game isn't the death of my gaming ASUS laptop, it has a 6 GB RAM which should be enough, but I've been downloading elderscrolls for near 24 hours now and my RAM is now reading 77% full and I still have 4,500 MB to download left, should I shut it down before it totally locks up my laptop permenently? (I had an old desktop permenently lock up on me loading a sims game years ago, was extremely tragic, lost eveything)

The minimum requirements for the game are 2gbs, but it will try to use all it needs.

I wouldn't be concerned solely because it using 4gb of your Ram.

If the laptop locks up it won't be because of the RAM getting filled. That will slow down the machine though. I recommend closing any programs outside of the download if you haven't already. Other contributing factors may be the type of processor you are running, and the type of RAM. If the entire machine simply locks up and you lose all your data, you've got bigger problems. If it still runs slow after the download, you can also restart the computer. This will clear out the information being temporarily stored in RAM, freeing up more space for new tasks.
