Deadly cloak vs Hurricane

Which is stronger? Both have same duration but provider different buff. Also, deadly cloak benefit from daulweld passive, and hurricane? For both pve and pvp.

    Why? How does it make it better than deadly cloak.

    Hurricane ticks every second, scales up in damage (150%) and size (5 to 9 meters) the longer it runs and gives you your major resists and minor expedition. Deadly cloak ticks every 3 seconds, gives you major evasion (25% less damage from AOE, yes, potent but situational) and procs your enchantments.

    So you are looking at 15/16 ticks of damage vs only 5/6. That alone is enough. But after like the first 5 seconds, hurricane is ticking for more damage per second then deadly cloak is every 3. Really, the only reason to be running deadly cloak these days is of you are for some reason running 2h/DW. Deadly cloak is the only way to proc your back bar enchantments on either weapon.

    Hurricane...because it's one of the very few class skills available to a Stam sorc.

    Hurricane is weaker in pvp, you dont need a specific counter, does barely any damage, the visual effect makes you an evident target. 15 seconds of Major Ward/Resolve. Minor expedition. 2% of extra damage spell/weapon damage for being sloted.

    Hurricane damage is weak, but help you to keep Surge healing proc even tho you can keep Surge proc with any dot ability. Nearly useless for tanks and healers.

    Cloak is a great self heal for Tanks and a good defensive tool overall.

    It seems that you mixed up deadly cloak with dark cloak from nightblades skill lines.

    I'm asking about deadly cloak, a morphed version from blade cloak in the daul wield skill line.
