Destructive Clench locked

Anyone know why my Destructive Clench skill has a "lock" icon on it and I cannot respec to Destructive Reach?

Is it fully leveled up and do you have sufficient skill points to unlock it?

You probably locked it. Look for an unlock option.

It's a bug. I had to reset the skill at the shrine.
