[Bug] Grouping Tool broken (again)

The bug wherein the group gets a endless "someone declined.....you are at front of que" is BACK!
Tested this on pre-formed groups and solo. Tested selecting specific dungeons and also randoms.
NA PC.
Everyone in Grahtwood attempting pledges had same issue today since Maintenance.
NOTE: this is seperate issue to the bug mentioned before with 1600 CP.
