Correct me if I'm wrong, but is it completely useless to have Charged trait on stam weapons? The only status effect I can think of is the bleed from axes, but is there something I'm unaware of before I go deconstructing all these weapons I've stockpiled?

Charged doesn’t effect bleed.
But.
It does impact the chance to proc poison from poison glyph and major defile from disease glyph.

are you sure about that? I was under the impression enchants weren't status effect. also, that would mean it does the same thing as infused, but without the increased damage.

Enchants and status effects are not the same thing. Its just that status effects come from damage of an elemental type and that there are popular enchants of each of the elemental types.

Exactly. Lightning can cause concussion and flame can cause burning, but I'm trying to figure out if there are melee status effects besides the bleed.
Bleed isn't a status effect, its a damage over time. Status effects come from elemental damage types. You could get a status effect from a poison or disease ability/enchant, but these are not as popular as those from fire, lightning, and ice.
Basically, a charged stam weapon might have a use, but it is highly unlikely to outperform alternatives. Maybe keep the weapons if they are good sets though. Transmute is a thing after all.
First of all. Bleed is not a status effect, it's just a DoT that can come from several sources. Status Effects themselves are debuffs that have secondary effects.
There are several Status Effects in ESO, here is a list and which damage type procs it:
Chilled: Can proc from any Frost damage. It applies Minor Maim, reducing enemy damage by 15%.
Concussion: Can proc from any Shock damage. It applies Minor Vulnerability, increasing enemies damage taken by 8%.
Burning: Can proc from any Flame Damage. It applies a DoT.
Poisoned: Can proc from any Poison Damage. It applies a DoT.
Diseased: Can proc from any Disease Damage. It applies Major Defile, reducing enemies Healing Received and Health Recovery by 30%.
There is one really important thing to know. Light and Heavy Attacks cannot proc Status Effects. Tri-Focus passive of Destro Staff can proc Status Effects though.
There are different types of attacks that have differences chances to proc Status Effects, here is a list:
Weapon enchants 20%
Standard ability 10%
Area of effect abilities 5%
Damage over time abilities 3%
Area of effect damage over time abilities 1%
For example, when you damage a target with Shock enchantment, it has 20% chance to apply Concussion but Blockade of Storms (AOE DoT) will have only 1% chance. If you have the Destruction Staff passive (Elemental Force), it will double your chance to apply status effects, making Shock enchantment have 40% chance while Blockade of Storms will go up to 2%. Charged weapon will increase these even further and so on.
. the enchant itself (shock damage) doesn't proc all the time from LA/HA....
