The Mystic's Ice - Cloudrest achievement bugged.

Yesterday we tried to progress this achievement in normal Cloudrest, however it seems it is bugged - there is no progress despite conditions met. We tried many things, including but not limited to dropping the Hoarfrost on Spiked Ice and holding the Hoarfrost on a player that steps into Spiked Ice, but there was no progress at all. From what we've seen, the issue is that Hoarfrost is not getting any damage from boss attacks, it cannot be destroyed at all. We've consulted with other groups and they confirmed it seems to be bugged right now.
The 1/20 progress shown above happened long time ago for me and there are people who have it completed so it had to work at one point, but right now it's definitely bugged. Please investigate and fix it. Best of luck @ZoS_Finn

Just to clarify, the fix is currently just on PC. Console should receive the fix in the next update with Elsweyr and Update 22 (coming next month).Gina Bruno

ZoS is unwilling to work with Microsoft and Sony to provide more streamlined updates. Other game developers can hotfix and patch within the same day or week, but ZoS is unwilling to do so for some odd reason and if there's a valid reason, they haven't told us why - which is even worse. I know there's a certification process that developers go through with Mircosoft but there's also an option to get a more streamlined version of this certification process if the developer chooses.“Let your plans be dark and impenetrable as night, and when you move, fall like a thunderbolt.”2
