Yes you can run it in normal dungeons and stuff. But for serious content where balance actually matters, you will be booted from the group because you are completely inferior to other tank settups as you lack several things tanks bring such as major fracture. The frost staff is still a Dps/tanking hybrid weapon that is just average at both. It has damage skills and tanking passives and it shouldn't be that way. We need an actual magicka tanking weapon and the frost staff is not it. Especially lore-wise. I get the frost staff was unused. But now that we have a *** ton of demand for it to actually be a dps weapon instead of some half-assed hybrid weapon. It's time for the creation of a new magicka tanking weapon with unique passives and actual tanking skills so that the frost staff can focus on critical.

How much stamina would you aim for? I’m hoping to have it as a magic tank but stamina is important for a tank.
It really depends on how much stamina you use, which varies heavily from boss to boss. As a general rule, just make sure your base stamina is higher than your base magicka unbuffed. This lets you choose with the buff food you take whether orb synergies restore stamina or magicka.

You can more than get away with 11-12k for most boss fights if you feel like running two-stat magicka food for the added health. For a s+b tank that sounds laughably low, but as you only need stamina for rolling and either instant taunting or pulling (never for both - make sure of it in how you morph Inner Fire), and since your regen isn't stunted by blocking, it tends to be sufficient.

Whether you go the two-stat food route or not, always keep tri-stat food around for those occasions where unbuffed isn't enough and you want stamina back from orbs. If you're using stamina potions often, this is only relevant for fights where you have to both keep multiple targets taunted and roll dodge frequently, and/or have to stamina-pull more adds than your pool/regen can keep up with.

As a final note, don't forget to morph your class' regen ability to stamina: netch bull, dark deal, repentance, and leeching strikes. DKs have the Earthen Heart passive which doesn't require a morph. How much uptime you shoot for depends on the fight, but giving up one slot on your backbar for stamina regen is a small price to pay for having it around when you need it.

It's definitely workable in a lot of trials, I had a friend who was really trying to make double ice staff A Thing, but I think he eventually went with only one bar staff because it was just a better setup and he's not a scrub.

Heck yeah you could. While you’re at it, I’m having a dilemma between tanking in light vs medium armor too. I find heavy armor to be entirely not needed.

I am tanking normal and veteran dungeons with double Ice Staff on my Nord Warden.

    2/2 Iceheart
    5/5 Shalk
    5/5 Julianos

    5/1/1 heavy/light/medium.

    64 Magicka
    0 Stamina
    0 Health

The following attributes and stats are with self-buffs and food.

    34.3k Magicka
27.6k Health (100% upkeep on minor toughness, 25.7k without)
    13.9k Stamina

    30,332 Spell Resistance
    29,969 Physical Resistance

    2529 Spell Damage
    44.1% Spell Critical

    1302 Magicka Recovery
    370 Stamina Recovery
    596 Health Recovery

I sometimes change a few attributes to health if I'm doing harder content, but 27.6k health has been fine for most of the content that I do (Iceheart reduces a lot of damage, my shield is 10k+ and it procs often) . The damage is pretty sweet, and as I like to solo on the side it's a nice bonus. It's what some people would consider a 'selfish' tank, as I don't bring Ebon or other sets to buff the DD. I prefer to bring decent DPS to carry lower groups if needed.
