...at least do it right and consider the following:
1: Allow bounty removers (such as Counterfeit Pardon Edict, obtainable via fully completing certain Tip Board quests and also occasionally found in Thieves Troves) to be sellable on the guild store market. Lord Arena25 know that the bounty removers are a great way to help wipe away the bounty and heat you get from the occasional assassination in which you fail to fully check your surroundings before hitting the kill button, but as Arena25 grew better at this game, he's found he needs these bounty removers less and less. That said, Lord Arena25 knows that when Necromancer gets released, lots of new players are going to try out the necromancer and quickly rack up a very high bounty that they cannot pay because they forget that Necromancer abilties are tied in with the Justice system. Sellable bounty removers will help bail these guys out.
2: Offer bounty removers as quest rewards for quests in Elsweyr...the bounty value removed doesn't have to be big, it just needs to be there. For the same reason as number 1 (bail new necromancers out), but also because this is the land of the Khajiit, and as Lord Arena25 knows, the Khajiit aren't exactly clean as a whistle when it comes to their criminal ways. In fact, Lord Arena25 JUST got done explaining to his scribe (and to his pet cat) how Arena25 has deduced his pet cat and his scribe had broken into and ate the leftover fish like he told them not to.
The above 2 suggestions are just a start. Feel free to add more as you see fit.
