I saw this hilarious personality on youtube a while ago that made the dude run/strut in a hilarious manner, or was this an emote glitch of some sort? I would buy that right now for the lulz.

Sounds like the Jester personality, which is only available during the Jester's Festival in the spring. I can attest that it is A+ quality.
