Level you can convert gear into the veteran gear looking imperial style?

Does anyone know the level you can convert gear into the veteran gear imperial style?

    if you are an imperial, you can convert any gear you can wear to the imperial style. But this gear will be bound to your account

    Thats not what I meant. I know that I can convert imperial gear, But it still only looks like novice or the in-between of the looking gear. I want to know the level you have to be for it to look like the imperial veteran gear. You can look at that by going to the character creation and selecting imperial then veteran gear.
