Not only datamined, you could make an Khajiit with tail turf and an Argonian with tail spikes during Morrowind PTS.
These were datamined some time ago (I think when Morrowind came out), so there is hope for custom tails at least

As both was cosmetic in crown store.
Morrowind got released and nothing, then CWC got released half a year later.
However poor Na'jhargo later lots his tail turf.
Making the Na'jhargo conspiracy one of the weirdies events in ESO.
It might well been an bug, Na'jhargo sometimes showed up with totally black face.
it might be that the turf did not look that good and should use hair color, this however did not affect the Argonian tail spikes much.
it was just relevant for two races or even one however ZoS has put Argonian only hair in the crown crates.
Something you only buy if you have the race and liked it is an non issue.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.1 -

Idk, I wasn't playing when I posted here. But when I want to sleep, I rather go to bed, than play what you offered.
I don't mind downtime that much, unless it grabs into a trial evening. Game off, I do something else.2 -
