And stamina doesn't have many DoT's?? True most come from weapon lines but they are out there to bleed enemies to death or spam arrows.
(think you meaned Damage over Time not Heal over Time).
Also 609 health back in case you mean HoT after all is nothing as cyrodil/bg and pvp in general cut this ammount by half so 300 heal and only if you crit.

Stamsorcs can stack that just fine.
A heavy set like briarheart wouldn’t be very good for magicka. The 5 piece light armour passives are too good. One of the reasons stamina wear heavy is because weapon damage isn’t as good as penetration.
You’re far better off trying to get your mitigation as high as possible in 5 light if pvp’s your thing.
