It's great ZOS are finally bringing in locks to help reduce this kinda stuff. But as you say making cheating / boosting reportable and actioned on needs to be a thing.

The non-lock camp in all these debates/recent threads should turn on these cheats. It's the cheats that's do this stuff that have made locks happen NOT the vocal ones of us who've had enough and requested locks.

Players should stick together against this stuff

I do believe that ZOS should ban players that do this kind of trolling. (maybe ZOS could inform us regarding the actions they take on this)

Another idea would be:
- allow raid leaders to assign people with a lieutenant status.
- only allow raid/group leaders or the lieutenants of a group to pick up the scroll.
- The scroll has to be escorted by at least 3 other players to not give a speed debuff of -40%.

These 3 changes are not water proof but would help a bit at-least + create an incentive to stick together.

Unfortunatly this game is full of ppl with megalomania (they must have big issues irl) and Zenimax seems that is not interested to safeguard the general community from them. To Zenimax this ppl are an example for other ppl to get more involved (or more toxic and addicted). But this has to do also with the trading system (with all the backup guilds, the pay $ for gold, farming bots, alliances, etc) and pve (with all the toxic whiners that literally don’t know nothing of the game except to copy/paste builds from alcast, make dps on dummies and flare on more unexp ppl).

Anyway i unsubbed my ESO plus mainly for this reason, they don’t care about removing this cancer ppl that will always do what they want manipulating the system or behaving against any civil rule untill they can. The report player tool is the biggest joke of the game. Anyway they won’t get my real money anymore.

My prediction is the oposite - it will happen less frequent. Granted - it will be still posible, but it will be less beneficial for people doing this. Right now they simply log in as a guests and "troll" 1 faction. It does not affect their home campaign. After making campaigns aliance locked, this will directly affect their home campaign & end campaign rewards.
Also, when it comes to playing with friends, we are getting one free character slot. So you & your friends can deside what side to play as and create character in that faction if you dont have one. Also, you can still switch sides when campaig ends. The only difference is that people won't be able to switch teams on the fly - which is good imho.
