EDIT: I meant to post this in the "Combat & Character Mechanics" section, but oh well.
So in the patch notes for Elsweyr they stated clearly and multiple times that they want to achieve some sort of "standard" for skill that do the same thing or have the same purpose.
They also changed Race Against Time so that now it removes snares and grants immunity to them, on top of granting Major Expedition for 4 seconds and Minor Force, which increases critical damage by 10%. This ability costs magicka, and while technically not being designed for magicka users specifically, it's pretty obvious this skill is the universal snare removal for magicka players.
The cost of this ability with 5 pieces of light armor and the Clayrvoyance passive (which reduces the cost of Psijic Order abilities by 15%) is 2430.
On the other hand there is Shuffle, which does the same thing but grants Major Evasion instead of Expedition, and for a shorter duration too.
The cost of this ability, wearing 5 pieces of medium armor and with the Wind Walker passive (which reduces the cost of stamina abilities by 2% for each piece of medium armor worn, meaning 10% with 5) is 3122.
This skill is specifically designed to be used by stamina players only, as you need to wear medium armor, so it is definitely more restrictive than Race Against Time, and also grants a buff that is arguably less useful than it's magicka counterpart (Evasion instead of Expedition); despite all this, it costs more.
Of course they want to make the Psijic skill line very appealing to sell Summerset, but why not recude the cost of Shuffle so that it matches that of Race Against Time? Race Against Time would still be amazing for Magicka players.
