Personal opinion, but also a question. I searched the boards, didn't see it mentioned so if it has been mentioned, I apologise.
Necromancer, some skills are illegal and will bring the guards down on you.
Stage 4 Vampire... I can walk right through town and no-one bats an eyelid (stage 1 and 2 are arguably unnoticeable/easily hidden... ish).
Werewolf, I can transform not only in sight of all the townsfolk, but standing right next to a guard... he doesn't even glance my way.
Even though it might inconvenience me, shouldn't those be illegal too? I mean, it is a mmoRPG after all. Shouldn't it matter at least a little?
Personally I think it might add a little spice. All 3 are a character choice, as is stealing anything you can get your hands on in town/from pockets. That gets you noticed as well.

✭✭✭✭Transformed WWs would be fine I guess.... But not vampire, there's a huge difference between getting into trouble by just merely EXISTING and getting into trouble for actively doing something. (Stealing/murder/turning into a giant man eating beast/rising the dead.)

One could argue that by letting it get to stage 4 is actively NOT doing something about it? Finding a meal isn't that hard, and getting back to stage 4 doesn't take that long. My personal opinion is that I wouldn't mind the extra 'work' involved, but I can respect your position.
