Damage Shields & Blocking - How is the mitigation calculated?

If I have 60% damage mitigation without blocking and 90% while blocking, does my damage shield of 10k have 60% or 90% mitigation?

Fellwitch✭✭✭Ok so that means Bound Aegis is broken then (at least for tanks who are supposed to use it).
