Breton Magplar has been a viable dps for as long as there has been a Breton Magplar.
If it isn't pulling a ton of dps, that is operator error.
Yes, there are viable build sthat use lightning staff instead of flame, flame staff is only needed if you are looking to optimize LA damage -- you can still get to the 35-40k range with lightning breton and no vMA staff.
Don't confuse Viable with Best. Literally any race in ESO can be viable as a magicka dps. (or stamina dps) They just wont necessarily be the highest possible. (something extremely few people actually need to worry about)

Which is why the answer is just yes --- if you are aiming to be in the top 1%, then only use what they use --- if you are aiming to have fun, literally all of it works.
They are competitive with magblades for top range magicka dps
Templars have access to their own minor sorcery and unlimited empower thanks to solar barrage, and magblades have their own minor berserk
If you're talking pure race, bretons are still very good, they dont have the spell damage like the high elf or dark elf but their huge sustain allows them to wear bi stat food and compete
Breton magplar is probably the easiest way in the game currently to break into the 50k ST club. Magplars are in close competetion with Sorcs and NBs for best ranged DPS. Magplars have the easiest go of it in terms of rotations. Bretons are the BIS DPS race for everyone not in 1 of about 3 trial groups on any given server that know their support will be perfect at all times. Their sustain is over the top to the point of being laughable. For 99% if the playerbase, that is way more important than a bit of extra spell damage.
