Steel Tornado is a direct damage ability so it doesn't get affected by Deadly Strike at all. Steel Tornado also increases damage to low health targets, this stacks with bloodthirsty.

I'm wondering if he actually meant bloodthirst (Flurry morph). It's considered a physical DoT, so yes, I believe it does buff that. Steel tornado... no, not a chance.

Yeah seems like I confused that. If Bloodthirst behaves like it's description (which we can never be 100% sure in ESO) then it will be 5 direct damage attacks and therefore not be buffed by deadly strike. Easiest way to test it would be to look at the tooltip of Bloodthirst and then change your thaumaturge CP. If the damage changes then it's considered a damage over time ability and will most likely be affected. Just make sure you look at the skill from the same bars without buffs running etc.
