This. The reason Morrowind got downgraded to DLC was because Battlegrounds needed to be open to the public to stay relevant and healthy. But because it was an expansion feature, ZOS split Warden and Battlegrounds off Morrowind and left it as a zone DLC.
Summerset has nothing of the sort. Jewelry crafting doesn't rely on others to be successful. On the contrary! The fewer people have access to jewelry crafting the more delicious that deal sounds. Exclusivity of Jewelry crafting is a big selling point for Summerset.
It's possible that Elsweyr will have the Necromancer split off a year later, but I wouldn't bet on it.

Morrowind is not part of the base game. It is now a DLC. Summerset will probably have the same.
If you are saying base game and really meaning part of ESO+ your vocabulary is very wrong and that is why the conversation is like it is .

Psijic Guild becomes base game.
Jewelcrafting can be bought on the side for crowns.
Summerset downgraded to DLC.
but the Psijic order and the zone are inseparable, so it needs a higher price tag than even Morrowind and Orsinium, say 4000 or 4500 crowns. But who would pay that much for a DLC that's included in ESO+ anyway?
What most likely will happend:
Psijic Guild becomes base game.
Jewelcrafting can be bought on the side for crowns.
Summerset downgraded to DLC.
@Kikke HOW? You can't level the Psijic guild without the zone! You get the augur from Summerset, the first rifts are on Summerset! You don't get any skills if you don't also own the zone Summerset.
It's much more likely that Jewelry crafting goes to the basegame and Summerset becomes our most expensive DLC so far at 4000 crowns or more.

No. There´s no reason to say it has to be more expensive. I got Thieves´ Guild + Dark Brotherhood + Orsinium + Imperial City as a pack. It is 5500 crowns atm, which is what I have basically from only having ESO+. So apparently ZOS thinks it´s worth it for that crown price tag... I got it on sale, dont remember for how much.
Also they want people to have ESO+ since that is a larger source of revenue over time, which is an additional reason to include more stuff as DLC.
And ofc you cannot expect it, but I would be surprised if they locked large content behind payments that might put people off even buying the game to start with.
