They can communicate like all other players, note that you can not mail bound items, that is all dungeon or trial sets.I was thinking of getting a second account to get some characters for storage.
I guess if Steam and non-Steam cannot communicate, I can just buy a second non-Steam account and somehow log in with different ID's or something if I want to.

Yes, there is no ingame distinction between Steam and non-Steam, the only difference is in how they launch the game. As long as both accounts are on the same server and platform then there is no problem interacting between them, although ZOS seem to have a strict policy about not running them at the same time other than, presumably, for transferring stuff. Multi-boxing is not permitted.
However, I strongly advise against buying the game through Steam, it is completely unnecessary and adds an additional and somewhat regular cause of unreliability where launching the game is concerned.

You can run multiple instances of the game at the same time, provided you are not using any scripts to control the actions of one account or the other. As long as you, sitting at your desk, are the only person providing input to the game, it is permitted to "tab" between the two games.
There was a thread about that earlier in the forums where somebody linked ZoS' official response to it.
