Elswyr Prologue Quest does not work (PC/EU)

I tried to start the Elswyr prologue quest on a second character, but this does not work. I tried it with characters of different fractions, but the quest item from the crown store does not work and Anais Davaux does not show up also. Is this an account linked one time quest or is it simply bugged at the moment?
