Change UserID page is bugged.

The page for Changing UserID is broken.
It keeps refreshing/porting me back to the account overview page without sending the update request. Often before I can even finish typing in the new UserID/the security answer. It does this before I can hit save as well. As soon as I try to type a new name, I have about 5-10 seconds before it resets to the overview page.
Attempting to submit a trouble ticket hasn't worked. The ticket menu just takes me to a page that tells me to use the (bugged) reset page, never giving me an option to send in a ticket.
Who do I contact to get my ID changed?
