Is it a minor irritant? Sure. And there are ways to get around the system and have the specific character "be" the Trade guy/girl.
But it just does not seem like a big deal to me, since you can get the item listed with another character.

They are -not- crafting styles, they are outfit styles. Meaning upen that thing on any character, use it on every character. So the only reason one might want to switch it around is store them all on your mule or something if you farm too many...

Because they are -exactly- like the runeboxes!!! Both in origin (event drops) and in effect (account wide unlocks) - so why is it surprising they are the same in handling?
And that is EXACTLY the answer to the OP question as to WHY they cannot be banked. Because ZOS decided those things should not be bankable.
So... a better line of argument would be to make a case why they ought to change their minds about this, huh? Who knows, they might listen!
