I think this magicka VO set is interesting in concept and I am excited for its introduction. It looks like it could be a good equalizer between breton and altmer right now on classes where bretons are currently performing better due to the ability to sustain well and run bifood (mostly sorc and templar). Presumably even frontbarred this set would allow an altmer to have much stronger sustain than on live and run bifood while benefiting from their SD racial passive. If this is the case the racial comparison would look something like this pre buffs (lets assume breton is wearing BSW a common and excellent damage set and both races are wearing MS on body, a common setup for a lot of content):
ALTMER:
Crit
Minor Slayer
Crit (applies to one bar if frontbarred)
8% cost reduction, Spell Damage, 2k mag return on kill (applies to one bar if frontbarred)
259 SD (racial)
BRETON:
Mag
SD
Crit (applies to one bar if frontbarred)
273 SD, burning damage (52% +-2% uptime seems to be my most common uptime for this set if frontbarred)
7% cost reduction, 100 regen (racial)
This seems like a pretty good way to equalize the two races in cases where breton is currently performing better. The line of crit and slayer are actually superior to the lines of mag and SD on BSW and you'll have slightly more average SD on altmer in False God in exchange for a little raw damage from burning. Maybe a tad less sustain than breton as well as less spell resist but not a noticeable amount most likely.
However, IF False God's Devotion gets a perfected version (which I've been hearing is the case), and it gets an extra line of magicka (presumably this would be the bonus based on summerset perfected sets) on the 5pc, it might become an overloaded set. The balance would shift very clearly in favor of altmer whereas with "imperfect" False God (exact magicka copy of VO) the races appear to be more or less equal. The races being more or less equal appears to be an ideal state of affairs to me (also I've been waiting years for my breton sorc to be considered "good" :P ) so I would hope that ZoS is careful in balancing this set and its perfected version. Not being alarmist and definitely speculating here but I thought I'd give this a mention anyways.
