I was using a reshade but it was getting my gpu too much heat. I switched to freestyle nvidia experience and it's awesome. The only downside is that the presets reset from time to time and I have to set it again but definitely worth it.
Just like the title says, what is the best Reshader to use for ESO?
I am running at ultra high right now
If you have AMD card, make a custom game profile and override everything. Set supersampling AA to 2x, AF 16 and Texture Filtering Quality to High.
Then go to the game config and set the resolution to 4K. Thats the internal resolution the game is rendering.
All the reshaders do is change the gamma levels and remove the fog which imho makes the game looking stupid, they do not improve the texture quality.

Been using this one for a long time and happy with it.
I tried without a reshade this weekend and just can't imagine people could play without it, colors are bland. Of course it doesn't improve textures, reshade doesn't do that. Why would it remove fog?
