Guild store in a claimed keep....

I keep hearing that guild stores in claimed keeps should be available and open for all to shop at. Is this not true?
We've tried visiting a couple keeps claimed by other guilds and received the same message that we weren't in the guild and couldn't shop there.

wrlifeboil✭✭✭✭✭You don't have to travel to Cyrodiil to do that. Just ask a guild member to invite you to the guild. You can browse guild stores in the bank in any major city as long as you are a member.0

To the OP, I haven't tried it. Not sure if it has actually been implemented.2
