I have passed the imperial messenger a couple times at Vulkel guard but wasn't ready to do the prequel quest. Now that I am ready, there's no messenger. Got the scroll from the crown store, used it, and no quest start appears. No Tharn in vulkel manor.

I am currently in the middle of the main quest. Next step is to meet Tharn in Grahtwood. Does that interrupt meeting Tharn for this? Do I need to complete the main quest now, which I did not have to do when I passed by the messenger before?

Or is this pre-quest over?

Rather confused at this point.

    This one thinks, from reading something else, that you might just need to get that part of the main quest done yes if you have unlocked the quest already.

    Tamriel cannot handle too many Tharns and so it won't let you potentially meet him at two places at the same time perhaps?

    Yeah, It was the Grahtwood quest. Apparently since it places Tharn specifically at the delve, you can't get the Wrathstone quest until you complete The Tharn Speaks. I could get the Wrathstone quest even though Tharn was locked away with Manimarco, but not if I had an appoinment to meet him in a specific place I guess.

    Once I completed the The Tharn Speaks, the messenger was back.
