Spoilers for Elsweyr PrologueTharn's plan for ending the war is certainly not going to work, and he admits that, as the "Demon Weapon" he hoped to use to bring the three alliances to the negotiation table turns out to be uncontrollable dragons who are now rampaging through Elsweyr
And unless the Devs managed to circumvent the potential for griefing that sunk the original plan to make the Justice System have PVP components...
