Well the issues came back last night.
When you disable addons, make sure to move your SavedVariables folder outside to the desktop. For some reason there's a few addons that are still being processed despite having them 'disabled'. The caveat to this though, you'll have to probably reset some of them.

Aside from that, keep a list of everything that you've went through in regards to troubleshooting. Make a highly detailed post on everything you've done and hopefully people can get to the bottom of it.

Be sure to include your system specs and OS as well, that way they can test if it's all the same problem or if it's something more specific to the user.

This image is posted up above, but I will post it again. If You look on my desktop the Saved Variables is there.

I did a speedtest while the internet people were here and they also did a test from their end to check for packet loss and they told us it's not on their end its' on the game servers end.

Anyhow here is a speed test I just done.

I also installed Votan's Adaptive Video Settings to see if it would help.... no help there either.
    I have since uninstalled it.

And this all started a few weeks ago after a patch they done. I am thinking it was around 4.3.6.

Before that we had the occasional lag but not so bad that it would kick us off the game and onto our Login Screen. This occured no matter what we were doing. Sometimes we would just be standing still trying to ride out the waves of high pings, sometimes we were fighting mobs at the time, sometimes we were just running or riding along farming. It wasn't prejudice to when it would happen.

Nor would we hit a Loading Screen while just riding along and come back out of it to find ourselves dismounted.

Nor would the lag back then cause us to become unable to interact properly with objects in the world. I mean, we click and sometimes we just get a grey button. No chop chop. Run away try another node or object and it might work then , it might not.

Nor have we been in the midst of fighting a mob and find ourselves not able to use our skills. I mean we can push them all we want but nothing happens. Then we either disconnect or we come back to a dozen skills being fired by ourselves or the mob or the mob is dead or we are.

Nor did we ever experience rubberbanding.

And we rarely run together in the same areas. Rarely are together in the same party/group. We both play PvE content only.

I run a virus scan once a week.

I run Minion every day before I get on the game and update any add-ons that need updated.

I use the eso64.exe to play the game on. Set to Run as Administrator.
I use the launcher.exe for updating the game files on, to run Repair on or to run the Game Consultant on. Set to Run as Administrator.

If there is anything else that a person needs to know, just ask I will supply as much info as I possibly can.

Best of luck trying to get this resolved, have the same problems here originating from one of the hops at Akamai. The response I got from zos support:

As it happens, we do not have further troubleshooting available for this issue, as it does not reside with our systems. We apologize for being unable to provide any supplemental assistance for the issue at hand.

They don't seem interested in resolving this problem unfortunately. All it would take is a phone call from Zenimax to Akamai.

If you want to check for packet loss a good tool to use is Ping Plotter, it will show you where your latency and packet loss originate.
