I think it is faulty to begin with, for example classes with no execute (harder time getting killing blows) have much harder time doing so. I mean. I can't even imagine how annoying it is not to cheese it with the lag

Agree, that and that you have to use consumable pies makes this an nightmare to get unless you are skilled at pvp.Whoever made the rule that credit is given to the killing blow really didn't think it through properly.

And this is an joke achievement.
Had they made it doing damage on player covered in pie who dies before pie ends it would be fine and easy.

Not true. I was cheesing this with a few alts and with those who had the DPS power I could kill the same player two times (with a rez between) on the same pie, and it would count two.
The mechanic is very wonky though. Throwing a pie while battling messes with your skills and rotation. Doesn't seem to go, until the enemy turns a different color.
Attacking an enemy first, and then having a player with less DPS finish them off would not count the kill for them. Possibly because they hadn't initiated combat, or maybe because the pie wasn't theirs. The only way it would count was to have the low level player start combat, throw the pie, I'd throw some LAs to bring the health down faster, and then they'd finish it off, getting credit.
If they had given credit for it if any player on your group got the killing blow like the kill-20 quest, or from ANY source of pie and not just your own, this would not need to be cheesed.
