Are Abah's Landing and Orsinium suppose to be bigger than Alinor? （lore wise）

I mean, revisiting those two cities and you will realize the two citied are gigantic compare to other cities
I am not complaining as Alinor and other summerset cities are also designed nicely （you can also make an argument about Altmer has lower population and there are many cities and towns in summerset so the population is spread out）,
but just saying we haven't seen that level of design effort put into a single city for a long time now

✭✭✭✭✭In Summerset alone, Sunhold is like 5x bigger than Alinor lol. Proper city scaling has never been a thing in TES games. I hope they get it right in TES VI.
