Does Winterborn have an internal cooldown?

tooltip doesnt say anything about an cooldown, could it potentially proc every second?

It seems like it does have a cool down. I've never seen multiple procs at once.... nor have I seen a pillar proc within the two second "persist" that another pillar has procced.

But, then again, it might just be my RNG.

the cooldown is rare source of proc (frost damage) and awful low chance too (8%).

as far as i've read other places, it doesn't have a cooldown. I didn't get it to proc many times at once too.

I never got it to proc twice at the same time, even with multiple frost aoe and lots of mobs
