It would be quite naive to think that the coincidence of extra ticket purchase options and the appearance of tickets in the crown store is purely coincidental.

Geez can people not complain about every little thing zos does?
First off, zos isnt forcing you to buy the tickets, it's there for people who dont have all the time in the world to finish quests for tickets and it's a catch up mechanism for those who cant to do the time but can pay instead, that's on them. I'm glad they have the option for people
Still pissed about the racial passive overhaul and only getting 3 free race changes though, that's what I call a cash grab
I won't be buying any tickets at that price.

I agree. I'm plenty critical of ZOS when they're being grubby with the store but this pricing seems reasonable all things considered.
It would suck if you'd literally just started playing the game and really, really want this first evolution. The price is in glow kitty / elk territory. I would not envy such players.
But it's just a mount. If someone wants it that badly, they can subscribe for a few months for the crowns and additional sub benefits. And a lot of people won't want it that badly. It's a warden themed mount.

Provided people buying or being gifted tickets via the crown store get a message that they're at the cap and can't buy / receive any more - without first spending their existing tickets - there is no problem here.
The "artificially redundant" cap has an obvious purpose.
They want players to continue participating in events rather than just hoarding tickets, which is what many players would do. If I didn't actually like that look of these mounts it's something I'd consider. I'm thrifty by nature. Something has to really appeal to me to make me spend, or there have to be serious negatives to not spending.
I would agree with you if the tickets weren't tied to timed exclusives. If I understand correctly, you can either buy the last berry to evolve your first Indrik now, or not at all (or possibly next year?). I'm not sure about the pet and the motifs, but I assume they're also temporary. The fact that tickets are capped at 12 means you have zero chance of using a surplus from past events to get some of the items available now. So if you have all previous berries, you can get both berry and pet, and some tickets will remain. Even if you have 2 berries and 4-6 tickets from previous events, you can, if you will do quests each day.

But people will need 40 more tickets to buy enough feathers to get another Nascent Indrik to evolve in the next set of events. And then do that 2 more times beyond that for the third and fourth evolution. It's a total of 360 tickets to have all four evolved Indriks, plus another Nascent to own all 5 possible.
Once you get your Dawnwood Indrik, you are starting all over again from scratch to get the second evolution, meaning four feathers and four berries, for a total cost of 80 tickets..... by the end of Q2. And add in any other motifs, pets, or what have you to be purchaseable from the Impresario, and you can see that folks will need pretty much every available ticket, plus some crown store tickets to get everything possible.
