That's the question.

I'm non-competitive, act as support and am mostly looking for friends to bitty-bop around with at low levels.

    Check the recruitement section of the forums u can find guilds there.
    Sometimes u can find them in the zone chats and
    with the next update we will have guild finder

    Guild Recruitment section. It is typically near the bottom of the forums home page.
    Shows a list of the mega servers, pick the One(s) you are on and should be able to find guilds that meet your needs as well post what you are looking for in a guild. :)

    Recruitment forum here, also there's a guild section of the ESO reddit

    the main issue is to find a guild that shares ONLINE TIME with You...
    its all well and fine to join the one that's a perfect ideological fit, but if they aren't playing when you are it sucks.

    What platform are you on? I help run a guild on PS4 and we are a great place to make friends and chill while still being able to get in on some harder content if ever desired.

    Go to the main forum page. There is an entire guild recruitment section there with a separate forum for PC, Xbox, etc.

    Aside from the guild recruitment sections of these forums, there are a few other possibilities

    1 many ESO streamers/podcasters run guilds, some of which are specifically for players who like to do social gaming

    2 zone chat is full of guilds doing recruiting (certainly on PC EU). I assume PS is similar.

    3 zone chat also has players posting lfg (looking for guild) messages

    4 if you are doing PUGs or any other content and bump into players you like, don’t be afraid to ask them if they’re in a guild

    Guilds are very personal things, so don’t be afraid to join ones that sound fun, try them out and leave them if they don’t fit.

    There are loads of people who enjoy playing in the way you suggest, so you should be able to connect with a guild that is right for you.
