Unable to buy pack upgrade in Shornhelm

Is there a level limit or something? I am CP343 and I have 120 pack and bank spaces (each). I can still buy more bank in Shornhelm, but I get no options to upgrade my pack there (I have previously).

Are you trying to buy bag space at the bank or at the pack merchant? Do you have enough gold on your character?

I don't think you can buy past a certain point... the rest of bag space is leveled through riding skill.

Buying bag space. I was able to buy the previous time I checked, but it was cheaper to get it at the bank, so I didn't go back to the pack merchant until now. It would seem rather STUPID to allow you to buy X amount in one way (or order) and not in another. So you'd have to max out buying all the pack merchant space *before* you bought horse space? IMHO, that would be simply moronic (though given some of the other design decisions in the game, not surprising).

I do need to correct a number though, I have 200 personal bag/horse space.

um what you buy at the bank npc is not inventory space. its bank space.
you buy inventory space at the pack merchant and yes that does have a cap.

So if you have reached 200 inventory space, you reached its max.

Bank space you can max out at 240, and having eso+ this will be doubled. but that is the absolute max you can have on a single toon.

So yea, if you've reached these numbers, you reached max. And the npcs wont give you more.
